Master/Doctoral Scholarships 2009 at School of International

School of International Health, The University of Tokyo offers advanced study and research opportunities under the Asian Development Bank-Japan Scholarship Program (ADB-JSP) for oversea students from ADB member countries. Applicants for this program must have a citizenship or nationality of a developing country among the ADB member countries. The ADB-JSP at our school is designated for the Masters and Doctors Program that usually lasts for two years (for Mastes) and three years (for Doctors) and commences on 1st April every year. Language used in the program is English.

Overview

ADMISSION TO THE PROGRAM

The applicants are evaluated by the School Committee and distinguished applicants are nominated as candidates for the program and subsequently recommended to the Asian Development Bank. Admission to the ADB-JSP is finally granted for about five applicants by the Graduate Council of the University of Tokyo based on the recommendation of School of International Health and approval of ADB.

The University of Tokyo maintains an extremely high academic standard with a limited number of students. Admission to the program is very competitive, thus outstanding applicants are expected to apply.

To be eligible for admission to this program, applicants:

   1. must be a citizen or national of an ADB member country listed above;
   2. must have finished at least 18 years of school education (except language education);
   3. must hold a degree from an accredited institution that is comparable to the Master Degree awarded by the University of Tokyo;
   4. must have working experience for at least two years in the field of health/medical science;
   5. must be aged below 35 years;
   6. must not be military personnel;
   7. must be able to arrive in Japan between 1st and 10th of April, 2010
   8. must agree to return to his/her home country after completion of studies under the Program;
   9. must not be living or working in a country other than his/her home country;

    * *IMPORTANT: The duration of scholarship is only TWO years although Doctors program lasts for three years. There is no guarantee that you can take another scholarship for the third year.
    * *Applicants already have studied abroad have lesser priority.

Scholarship for Master in International Media Studies

The Master’s Program International Media Studies is a four-semester,
full-time program for further education. It is a joint project from the
University of Bonn, the Bonn-Rhein-Sieg University of Applied Sciences and
Deutsche Welle, Germany’s international broadcaster with its headquarters in
Bonn.

The bilingual Master’s Program offers a unique course offer given the
current development of global media and the connection between media and
cooperative development. Students from around the world will benefit from
the inclusion of partners and the
unparalleled mix of research, lectures and practical experience.

The program combines topics like media and development, journalism,
communication science and media economics, while developing practical skills
and competencies that are important for the world of media.

*Philosophy
*Free and independent media is a significant factor for a functioning
democracy, social justice and the protection of human rights. The Master’s
Program is based on the belief that there is a connection between democracy
and development, between the freedom of opinion and democracy as well as
between free media and development. The prerequisite for the establishment
of a functioning, free media system are journalists who realize their role
as a critical observer and reporter. This can only be guaranteed when they
are professionally trained and feel obligated by a set of journalistic
ethics.

By training journalists academically, the Master’s Program is therefore a
targeted step towards making the media spokespeople for openness within
democracy.

The courses are based on the values of democracy, freedom and conflict
prevention, civil society and good government – representative of the
connection between the media and cooperative development.

*Objective*
Students will acquire the knowledge and skills that are essential for a
journalistic career. They will be able to meet specific occupational
requirements with expertise and communicative independence.

The Master’s Program trains students – personally and professionally – to be
competent journalists and prepare them for a challenging role as expert or
manager in the media sector.

*Target Group*
The program is targeted at students from around the world that want to work
in a position of responsibility in journalism or the communications sector.
It especially addresses journalists- in-training, media representatives from
radio, TV, online and print and communication experts.

Those interested must have already completed an academic program (bachelor’s
or equivalent) and have at least one year of professional media experience.

The program will be bilingual (English and German), whereby English will be
the prevalent course language.

- Media representatives from radio, TV, online and print
- Journalists- in-training, especially from electronic media
- Journalists and management from community radio stations
- Communication experts
- NGO employees
- Employees from ministries
- Employees from cooperative development groups and projects

*Scholarships*

15 Scholarships will be awarded to applicants from Africa, Asia, Latin
America or Eastern Europe. The scholarship will be about 750 Euro covering
your cost of living and costs for accommodation. The tuition fee and the
flight will be remunerated, too. A committee will decide which applicant
will receive a scholarship. If you would like to apply for a scholarship, you
are required to submit the following documents:

- proof of at least one year's work experience in the field of media
after your degree
- proof of English-language skills (TOEFL: score of 550 or higher, IELTS:

Academic program: The Graduate Research Training Program distinguishes itself through joint teaching and supervision of the graduates. Terms of Grant: The scholarships will be awarded for one year; the earliest start is on August 1, 2009. After one year, scholars may apply for funding and internship extension through their research groups. Doctoral fellows will receive a stipend of € 1.000 per month. An additional material cost allowance of € 103 per month will also be paid. A child care allowance may be granted if applicable.

Application: Applicants are asked to submit a cover letter with the sub-project number and name of the group leader with whom the applicant would like to work, as well as their curriculum vitae, copies of their qualifying academic certifications, and two letters of recommendation from academic teachers. Applicants should have gained a top place in their graduating classes and hold a master’s degree or equivalent in chemistry, biochemistry, biology or pharmacy. Candidates have to meet the requirements which would qualify them for entry to a doctoral program at the respective institute. Overview

The Embassy of the Republic of Turkey presents its compliments to the Department of Foreign Affairs and the Department of Education of the Republic of Indonesia and has the honour to inform the Department that the Government of Republic of Turkey has decided to provide thirty eight scholarships at the disposal of Indonesian Government to be used by the Indonesian students-graduates/ researchers for 2009-2010 academic year within the purpose of further developing the relations between the two countries in the field of education. These 38 scholarships will be comprised of five language summer course, twenty higher education, eight master/doctorate, and five research scholarships.

The informative notes and application forms regarding the said Scholarships are enclosed herewith.

It would be appreciated if the Department could kindly convey the enclosure to the relevant Indonesian authorities to make the necessary announcement through the educational institutes.

The candidate’s documents should be delivered to the Turkish Ministry of National Education by this Embassy latest by 30 April 2009 for the Summer Course on Turkish Language. The deadline for the application for other scholarships is 15 June 2009.

The Embassy of the Republic of Turkey avails itself of this opportunity to renew to the Department of Foreign Affairs and the Department of Education of the Republic of Indonesia the assurances of its highest consideration.

TERMS AND REQUIREMENTS FOR THE GOVERNMENT SCHOLARSHIPS OF THE REPUBLIC OF TURKEY

I) GENERAL TERMS

If there is no special note in bilateral agreements; Turkish Government offers scholarships for Undergraduate and Graduate (Master/PhD) studies, as well as for Research and Turkish Language Summer Courses under the following conditions:

1- Scholarship notifications are announced through diplomatic channels. Candidates should apply to the authorized bodies of their own countries or to the Turkish Embassies/Consulate s in their respective countries.

2- Candidates are selected by a commission, consisting of representatives from Turkish Embassies/Consulate s and from representatives of respective countries. Commission also selects one reserve candidate for a quota of five, two reserve candidates for a quota of six or more.

3- Documents of candidates for undergraduate, graduate and research scholarships should be submitted to the Turkish Ministry of National Education through diplomatic channels before 1st of July and the documents of candidates for Turkish Language Summer Course scholarships before 15th of May same way. Applications with missing documents or applications received later than the above mentioned dates will not be taken into account.

4- Turkish Ministry of National Education examines and evaluates the documents and selects the candidate/s. Selected candidates are invited through diplomatic channels.

5- Candidates of undergraduate and graduate scholarships should obtain a visa of �Education� and the candidates of research scholarships should obtain a visa of �Research (holder of MoNE scholarship)� from the Turkish Embassies/Consulate s in their respective countries. Candidates of Turkish Language Summer Courses scholarships can attend a two-month TÖMER course with a tourist visa.

6- Candidates should be at the address on the invitation letter and bring the application letter and the originals of the diplomas with them. They should cover their own travel expenses.

7- Candidate registers to the educational institution that he/she is accepted and applies for the scholarship. With the official school registration and scholarship documents he/she applies for �dorms� and �residence permit�. Invitation letter includes necessary information.

8- Student should apply for the extension of residence permit one month prior to its deadline. Extension of the residence permit is under student�s responsibility.

9- Undergraduate and graduate students attend Turkish Courses at TÖMER for 1 year. In order to be enrolled to the universities, students should obtain a �high� level of TÖMER Diploma.

10- Before making their choices, applicants have to inquire about the universities� conditions of acceptance and registration. Some universities require students to attend a one-year preparatory class and take
a final exam. After completing the placement process for a university, requests for university changes are not regarded.

11- Applications for Medical Specialty studies are unacceptable. However, candidates can take exams for Medical Specialty studies on their own efforts..

12- Research programs are open to those who want to make a scientific research in his/her particular subject area in a university. Research duration is between 2-8 months.

13- Turkish Language Summer Courses are organized in Istanbul, Ankara, Izmir, Bursa, Kayseri, Antalya and Samsun. Applicants can choose three provinces among them. Courses are not organized in provinces that have no adequate number of applicants. Course dates are from July 1st to August 31st.

14- School fees, dorm fees and medical treatment expenditures (excluding long term illnesses, serious surgical operations, prosthesis, jaw orthopaedics, orthodontics and teeth prosthesis) are paid by the Turkish Government.

15- Monthly payment for graduate studies, research or Turkish Language Summer Course is TL 220, and TL 195 for undergraduate studies. Travel expenses and cost of meals are to be covered by the student.

16- Academic year begins on October 1st.

17- If a student cannot graduate in normal school time he/she is given maximum a 2 year extra time. If a student cannot graduate in that extra time, his/her scholarship will be cancelled.

18- It is assumed that the student accepts the conditions of the educational institution and the conditions of the hostel and the conditions of the scholarship that takes place in this document.

II) ELIGIBILITY FOR SCHOLARSHIPS

    * Applicants should not be a citizen of the Republic of Turkey or hold a dual nationality (Turkish and any other country’s nationality) .

    * Undergraduate candidates should have a “good� level of a high school graduation degree. The high school which was graduated from should be equivalent to the high schools in Turkey. Candidates should not have suspended education more than 2 years after graduation and not be older than 25 years on the date of application.

    * Candidates for graduate studies (Master/PhD) should be a graduate of a 4-year university and not be older than 40 years on the date of application.

    * Research candidates should be a graduate of a 4-year university and have a good level of Turkish, English or French.

    * Candidates for the Turkish Language Summer Courses should be a university student or a graduate student.

    * Candidates should not be infected with a contagious disease (HIV, Hepatitis-C and etc) or should not have a disease preventing his/her education in Turkey.

III) DOCUMENTS REQUIRED

PhD Studentship in Inorganic Chemistry, University of Bonn

The Institute of Inorganic Chemistry of the University of Bonn (research group of Prof. Dr. A.C. Filippou) seeks candidates for Ph.D. student positions. The positions are one year initial appointments with the possibility of contract extension of up to 4 years. The salary follows the german law for public institutions and is according to the standard rate TV-L E13/2.

The group of Prof. Filippou is engaged in molecular transition metal and main group chemistry, in organometallic chemistry and in catalysis.

The topics of the Ph.D. thesis projects are:

    * Dinitrogen activation at electron-rich metal centers
    * Triple bonds of transition metals with the elements C-Pb
    * Metal-centered C-C coupling reactions of electron-rich alkynes

Required qualifications are: diploma or master degree above average with strong interest in synthetic inorganic or organometallic chemistry (a graduate degree in inorganic molecular chemistry is preferred), good background in common analytical and spectroscopic methods, fluent English or German, good interpersonal communication skills, and interest to teach and work with students.

PhD Studentship in Chemical Engineering on “Flow of pulp fibre suspensions

The project aims at developing a deeper understanding of the flow behaviour of pulp fibre suspensions at concentrations above 3% by weight. At these concentrations, of outmost importance in pulp processing, the suspension shows a complex rheological behaviour. A better understanding of the system could lead to a better utilization of the turbulent energy with reduced energy costs, and /or equipment dimensions, and less fibre damage. Thus, an understanding of the flow behaviour of fibre suspensions is of great interest for the design, scale-up and operation of pulp processing equipment. In particular flow and dewatering effects in the near wall region will be studied in detail, theoretically using mathematical modelling (CFD) and experimentally using PIV, LDA and UVP.

Job description

The project is a joint venture between Metso Paper in Sundsvall, Södra Cell in Värö and Chemical Engineering at Chalmers and is funded by the Swedish National Energy Administration.

The position is limited to maximum five years and corresponds to full-time research studies during four years. In addition, teaching in the undergraduate or masters curriculi at Chalmers could be included corresponding to one year, teaching work distributed over the whole time of the position.

Qualifications

A suitable background is Master of Science in Chemical engineering, Chemical Engineering with Physics, Mechanical Engineering or Engineering Physics; specifically with interest in applied mathematics and transport phenomena.

4 PhD and 1 Postdoc Research Fellowships Within the Marine Coastal Develompent

The Marine Coastal Development strategic area at NTNU offers research opportunities in a multidisciplinary scientific environment along the marine value chain. The focus is on themes contributing to advances in ocean space research, fisheries and aquaculture, and marine resource processing. Candidates for 4 PhD and 1 Postdoc Research Fellowships are invited to submit an application for one of the following positions:

Ocean Space Research

    * PhD within development of new concepts and steering systems for remote operated vehicles (#1)
    * Postdoc within development of new concepts and steering systems for remote operated vehicles (#2)

The fellows will work on the further development of underwater vehicles (ROV and AUV) for future use within different marine applications. These may include both observation and detection of marine organisms and environmental mapping, as well as generation of energy from the ocean. Relevant scientific approaches will consist of system theory and marine regulation techniques. The fellowship will be organized under the Department of Marine Technology, but much of the work will be done at NTNU’s research vessel RV Gunnerus and at the laboratories of the Trondhjem Biological Station in addition to the hydrodynamic laboratories at the Centre of Marine Technology. This fits into the plan to use the Trondheimsfjord as a laboratory and as a basis for research on mapping and monitoring of the depths of the ocean and of the Nordic areas. The candidates should have the necessary degree (MSc or PhD respectively) within marine technology with a specialization in
system theory or marine cybernetics, or with equivalent competence. The research activities will be cross-disciplinary, including collaboration with other fellows working within biological oceanography, physics and measuring methods (optics, acoustics and telemetry).

Marine resource processing

    * 1 PhD within superchilling of Fresh Food (#3)

The fellowship will be connected to the research group Industrial Processes at the Department of Energy and Process Engineering at NTNU. The fellowship is for a period of three (3) years. The Superchilling is a concept for reducing product temperature to 1-2°C below the initial freezing point. Some ice will be formed and stored within the product and this will increase the shelf life of the product compared to traditional refrigeration with improved quality compared to freezing. The tasks within this fellowship will be modelling, simulations and verifications with experiments in the laboratory. The candidate needs to have an MSc in engineering or similar within the departments disciplines. The fellowship is connected to a larger research project “Competitive Food Processing in Norway” coordinated by the research institute SINTEF. The SINTEF project is running in the period from 2007 to the end of 2011.

    * 1 PhD within superfreezing of Fish (#4)

The fellowship will be connected to the research group Industrial Processes at the Department of Energy and Process Engineering at NTNU. The fellowship is for a period of three (3) years. Superfreezing is a concept for reducing product temperature well below frozen storage temperatures today, usually in the region -45 ºC to -70 ºC (Japan). Superfreezing greatly increases the high quality shelf life compared to traditional storage temperatures between -18 ºC to -25 ºC. The focus will be on determination of glass transition temperature, optimal storage temperatures and storage life. The candidate needs to have an MSc in engineering or similar within the department’s disciplines. The fellowship is connected to a larger research program at NTNU “Institutional strategic research project” funded by the Norwegian Research Council. This fellowship is connected to the work package “Food from North”.

Fisheries and aquaculture

    * 1 PhD fellowship within water treatment and water recycling systems (#5)

NTNU is seeking to recruit a qualified person within the area of water quality and treatment, and water recycling systems applied to aquaculture. The water treatment research group at the Department of Hydraulic and Environmental Engineering has extensive competence and experience related to water quality issues and advanced water treatment technologies applied to various applications, i.e. drinking water treatment, municipal and industrial wastewater treatment, wastewater treatment on ships, treatment of produced water and in aquaculture. Membrane technology applied to water treatment is currently a focus area covering a broad range of applications with ongoing research investigating several membrane based solutions. The water treatment research group aims to strengthen and develop its activities related to water treatment in aquaculture applications, with an emphasis on recycling systems. This is currently being conducted under the research framework
and through collaboration the research group has with NTNU Sealab. One PhD Fellow position (3 years) is available and dedicated to this task.

Applicants for the PhD-positions should have an MSc or similar degree within relevant science, engineering or technology areas. Applicants must be qualified for PhD study at NTNU. The fellowships will be awarded on a competitive basis. The Postdoc candidate must have a completed PhD or be able to document a similar competence, relevant to the tasks in the projects.

PhD research fellowships are awarded for a total of 3 or 4 years. Fellowships for 4 years include 25 % of teaching assistance at Bachelor’s and Master’s degree level. These duties are commonly distributed over the 4 years, with a larger proportion during the two first years. The Postdoc fellowship is awarded for 3 years.

Salaries

PhD candidates are remunerated in code 1017, in the State salary scale 45-51, gross NOK NOK 353 000 to NOK 391 500 per annum (before tax). Postdoc fellows are remunerated in code 1352, in the State salary scale 57-76, gross NOK 435 500 to NOK 625 900 per annum (before tax). PhD candidates are normally remunerated at wage level 45, whereas Postdoc fellows are normally remunerated at wage level 57. There will be a 2 % deduction to The Norwegian Public Service Pension Fund from gross salary.

The appointment of the PhD or Postdoc fellows will be made according to Norwegian guidelines for universities and university colleges. Applicants for a PhD position are obliged to engage on an organized research programme, and appointment requires approval of the applicant’s plan for PhD study.

NOMA Master Scholarships 2010-2014

The Norwegian Centre for International Cooperation in Higher Education (SIU) invites applications for grants to Master programmes to be conducted in English in the South. The call for applications is presented with reference to the NOMA Agreement between the Norwegian Agency for Development Cooperation (Norad) and SIU, signed on 27 April 2006, extended with an addendum to 2014 and the NOMA Programme Document.

A Master degree programme eligible for support under the NOMA programme is defined as full- time work-load over two academic years equivalent to 120 credits according to the European Credit Transfer System (ECTS). One student cohort is defined as 4 semesters (2 years).

NB All programme activities must be finalised within 31.12.2014

For the period 2010 - 2014, applications for Master programmes are limited to the following categories:

a) Bilateral Master programmes for a period of either two years (one student cohort) or four years (two student cohorts). NOMA funding is limited to maximum NOK 2,25 million for one student cohort and maximum NOK 4,5 million for two student cohorts and includes all relevant supportive activities.

Bilateral Master programmes should be based on cooperation between two partner institutions, one in the South and one in Norway. One academic staff member at each partner institution called project coordinator has the responsibility for planning, implementation and reporting. Bilateral programmes may have apart from the above mentioned, informal or formal cooperation with other institutions, without specific NOMA funding for such cooperation activities.

b) Multilateral Master programmes for a period of either two years (one student cohort) or four years (two student cohorts). NOMA funding is limited to maximum NOK 3 million for one student cohort and maximum NOK 6 million for two student cohorts and includes all relevant supportive activities.

Multilateral Master programmes should have two main partner institutions, one outside Norway (IoN) and one in Norway (IiN) but may consist of additional partner institutions both outside Norway and in Norway ( it is a requirement for multilateral NOMA programmes to have minimum two partners outside Norway; one main partner and one additional partner). It may also have additional partner(s) in Norway.The role of additional partners should be clearly stated in the application. Each partner institution must have an academic partner contact person, and must endorse the application before submission.

Apart from the general admission requirements for all students for NOMA Master programmes the following additional criteria apply for NOMA scholarships:

* Nationality (see criteria under eligible countries)

* Relevant professional experience of 2-3 years is desirable, but in order to increase the number of women participating in NOMA, the professional experience for women, who otherwise fulfil the academic requirement for NOMA scholarships, can be waived. The requirement for professional experience can be waived for both male and female applicants in countries where an academic field is not yet established

* Leave of absence from job in home country, if applicable (see above)

* Statement of purpose

The NOMA programme aims at equitable access and gender equality in all programme activities.

1. Aim and Objectives of the NOMAThe proposed Master programme should contribute to the realisation of the aim and objectives of the NOMA:

1.1 AimThe overall aim of the NOMA is to contribute to the education of staff in all sectors (public and private sectors as well as civil society) in eligible countries, through building capacity at the Master level in higher education institutions (HEI) in the South.

1.2 ObjectivesThe objectives of the NOMA are:

* To support the development of Master programmes at HEI in the South through close collaboration with HEI in Norway in accordance with national needs in the South

* To achieve, in a longer term perspective, sustainable capacity of institutions in the South to provide the national work force with adequate qualifications within selected academic fields of study

* To stimulate South-South- North cooperation through support to the development of regional Master programmes

* To enhance gender equality in all programme activities

* To strengthen and further develop the competence of Norwegian HEI to integrate global as well as developmental perspectives in their professional work

2. Application and selection procedures

2.1 Creating an applicationAn application to the NOMA-programme should be planned and worked out jointly by the academic staff of the main cooperating institutions. The application should be submitted online to the Norwegian Centre for International Cooperation in Higher Education (SIU) (NOMA secretariat) before 30 June 2009, GMT 1500 hrs.

The online procedure of applying for funding from NOMA is as follows:

1. Both project coordinators must create a personal account in SIU´s database. This is done at http://espresso. siu.no. (Persons that already have a username and password with SIU should not register again).

2. After being registered, one of the project coordinators may create a NOMA application.

3. The creator of the application then grants the other project coordinator access to the same application by adding her/him as "editor" to the application. NB the partner must be registered as a user in order to be granted editor access to the application.

4. The other will now have editor access to the same (joint) application from his/her personal login.

2.2 NOMA Institutional Contact Person- Reading AccessWhen selecting an institution in the application form, information about the institutions´ responsible central administrative unit of NOMA programmes (Office for International Relations or similar) will appear automatically if a NOMA institutional contact person previously has been appointed at the institution concerned. If new to the NOMA programme, the institution must appoint a NOMA institutional contact person. This person will be given reading access to the applications in progress from their institution. The appointed institutional contact person must register as a user at

http://espresso. siu.no

and then contact SIU at noma@siu.no marking the email with the subject "Institutional contact NOMA", in order to be granted the access as institutional contact.

2.3 Additional Partners - Reading Access

The project coordinators may also grant reading access for network partners to their joint application.

The procedure for granting reading access follows the procedure for adding editors to the project.

2.4 Submission of the NOMA application

When submitting the application, separate Cover pages will be available for printing by the project coordinators (at IoN and IiN). This document should be printed and duly signed by the project coordinators and heads of the respective departments and the Vice Chancellor/ Rector/University Director or similar. The signed Cover page should be submitted to the NOMA Institutional contact person/NOMA coordinating unit at the institution within 6 July 2009.

The institutional contact person/NOMA coordinating unit should submit the signed cover pages to SIU together with the institutional assessment and prioritised list of applications within 28 August 2009.

2.5 External evaluation

All eligible applications are sent from SIU to two external evaluators - one from the South and one from the North, who will assess the academic quality of the applications.

2.6 Institutional assessment

After the external evaluators have submitted their evaluations, the institutions themselves are obliged to assess each application according to the "Guidelines and criteria for institutional assessment of applications to NOMA". If more than one application is submitted from the institution, the institution should rank the applications they present to SIU. The ranking from the institutions in the South will be given double weight compared to the ranking from the institutions in the North.

The institutional assessment should be carried out by a "NOMA committee" if such exists, or another academic committee at the institution should be designated to this task. The external evaluations will be made available online for the institutions (institutional contact person) from 10 August 2009. The institutions will then make their assessment of relevance and feasibility of the proposed application( s).

The institutions must, based on these assessments prepare a prioritised list of the applications from their own institutions. The assessments and the prioritised list of applications and the cover pages should be presented to SIU within 28 August 2009.Details about the procedures for institutional assessment will be provided to the relevant institutions by SIU at the end of July 2009.

2.7 Decision on allocation of NOMA funding

The NOMA Programme Board will make the final selection of the projects to be supported in October 2009.

3. Terms and conditions for the applications

1. One HEI outside Norway and one Norwegian HEI will be the two main contract partners under the Master programmes supported by NOMA. The two main contract partners may collaborate in development and implementation of the proposed programmes with relevant public and private organisations in their respective countries.

2. The applying institutions must already have identified each other as potential partners for a cooperation project.

3. Funding will be given to new Master programmes that have not received prior financial support from the Norad Fellowship Programme (2001-2005) or NOMA Master Programme 2006 and 2007. Only new projects will be considered for financial support under this Call. The mere extension of an existing NOMA Master programme to new countries or recruitment of new regional students will not qualify for support. Previous relevant experience from an existing NOMA programme may be used to facilitate the preparation of a new project, however, this new Master programme should involve a new main partner outside Norway and the development of a curriculum catering to the specific needs of the partner concerned.

4. The maximum budget for the proposed Master programmes is NOK 4,5 million for bilateral programmes and NOK 6 million for multilateral programmes (please refer to the Introduction chapter for further details on the different categories).

3.1 Basic principles of cooperation and the role of the institutions in NOMA

The NOMA cooperation works according to a decentralised model, i.e. cooperation projects are initiated, planned, implemented and reported in cooperation between project coordinators/ academic partner contact person at departmental level at the partner institutions.

The collaboration should be based on the principle of equality between the partners and characterised by transparency at all levels.

Institutions applying for support from NOMA need to appoint one administrative contact person at institutional level (NOMA Institutional Contact Person) to coordinate the institution´s handling of the application procedure. Preferably the NOMA institutional contact person should be located centrally in the institutions organisation e.g. Head of International Department or equivalent position. It is not recommended to appoint this function to a Vice Chancellor or Rector.

Institutions with several NOMA projects may establish a "NOMA coordinating unit" as well, in order to coordinate the day to day handling of the NOMA cooperation, reporting procedures and the follow-up of financial issues and accounting.

3.2 What a joint application for Master programmes must include

* A plan for how the proposed Master programmes can contribute to the realisation of the aim and objectives of the NOMA

* A plan for the achievement of academic goals

* A budget for the project

* CV´s of the academic coordinators, in the South and in Norway

* Information about existing contacts/partners, and prior relevant international experience at the institutions

* A description of relevant national needs in the selected academic field in the South that will be addressed by the Master programme

* A statement of commitment to the Master programme by the leadership of the respective HEI (in the form of signed Cover pages from both North and South)

* A strategy for ensuring sustainability in a longer term perspective

* Indicators of success both qualitative and quantitative, for evaluating the Master programme

3.3 Projects stimulating regional cooperation

The establishment of Master programmes that stimulate regional cooperation in the South will be encouraged. A country, other than those listed in para

3.4. point 1 and 2 a), may be selected for academic reasons as location for a regional project. In that case it will be considered essential that partner institutions in a South-South context, within the project period, are enabled to provide Master programmes to meet their own national needs for capacity-building.

3.5 Eligible institutions

HEI in the South from countries listed under geographical criteria that are recognised /accredited by the national authorities in the country where they have their campus, and have appropriate systems for accounting and audit and can provide plans for monitoring and reporting according to the NOMA requirements, are eligible.

Norwegian institutions who are members of the Norwegian Association of Higher Education Institutions (UHR) in Norway and have accredited Master programmes through The Norwegian Agency for Quality Assurance in Education (NOKUT), are eligible.

The main contract partners, one in Norway and one outside Norway, shall collaborate in the development and implementation of the proposed programmes with relevant public and private organisations in their respective countries.

3.6 Eligible academic fields

The following are the eligible academic fields for NOMA for the programme period:

* Education

* Environment, economic development and trade

* Gender

* Good governance, democratic development, human rights and migration

* Health

* HIV/AIDS

* Oil and energy

* Peace and Conflict resolution

The Master programmes may be offered with selected modules in the South and/or in Norway. The main focus of the programme should be in the South. Norwegian students should be encouraged to enrol in course modules in the South as well as in Norway as a part of their degree programme.

3.7 Student Admission process

The recruitment process of Master students should be open and transparent. The recruitment should be done in cooperation with relevant bodies at the respective institutions. The NOMA programme aims at equitable access and gender equality in all programme activities.

Student applications for Master programmes should be forwarded directly to the institution offering the master programme.

The HEIs, both in the Norway and outside Norway, are responsible for keeping records of student intake for reporting purposes to SIU.

3.8 Disbursement of funds

All project funds will be transferred from SIU to the Norwegian main partner institution. Disbursement of funds to project activities in the South should be made by the Norwegian main partner institution according to annual budgets.

The partner institution in the South shall report on disbursed project finances annually to the Norwegian main partner institution while the Norwegian main partner institution is responsible for reporting of the total project finances to SIU.

3.9 Accounting and audit

OPEC Master Scholarship Award 2009-2010

OFID (The OPEC Fund for International Development) is pleased to announce that qualified undergraduate students are welcome to apply for the OFID Scholarship 2009/10. The OFID Scholarship will be awarded to support an undergraduate student from any developing country, to pursue higher education in a relevant field of development, in any recognized university/college in the world. Through its scholarship scheme, OFID aims to help highly motivated, highly driven individuals overcome one of the biggest challenges to their careers – the cost of advanced professional or graduate training. The winner of the OFID Award will receive a scholarship of up to US$100,000 The funds will be spread over a maximum of two years, toward the completion of a Master’s degree, or its equivalent, at an accredited educational institution, starting in the autumn of the academic year 2009/10.

Eligibility

To be eligible the candidate must meet ALL of the following criteria:

Must be between the ages of 23-32 at the time of submitting his/her application.

Must be a graduating student with a Baccalaureate from a four-year, accredited college/university, or its equivalent.

Must have a minimum cumulative GPA of 3.0 or higher on a 4.0 rating system, or its equivalent.Must be matriculated at an accredited university for the upcoming academic year starting September 2009, and must maintain full-time status for the duration of the Masters Degree.

 Disbursement of the Scholarship Fund

2. A monthly allowance to cover living expenses, books and accommodation, will be transferred to the student’s own personal bank account on a quarterly basis.

3. Prior to the start of his/her first year studies, the student will be paid a relocation grant, equal to two-month allowance. OFID will also pay for travel costs from the nearest airport to the student’s place of residence, to the nearest airport to the chosen place of study. Upon completion of the studies, the student will be paid the cost of one-way air ticket to his/her home country.

This study is a part of an interdisciplinary project between Chemistry, Pathology, Neurosurgery, Oncology and UPSC at Umeå University, which focus on the metabolomics and proteomics targeting of three different tumour groups: brain, prostate and ovarial. The research group consists of clinicians and researchers specialized in the mentioned areas of cancer, together with research expertise in metabolomics, proteomics and chemometric bioinformatics.

The recruitment procedure will follow the Higher Education Ordinance (“Högskoleförordningen� Chapters 5 and 7). Prerequisites include either i)240 ECTS credits (swe. Högskolepoäng) of higher education studies of which 60 should be on an advanced level (Master level) with focus on chemistry, or ii) 120 Swedish (old) credits (swe. Call for Applications to fellowships and admission of Foreign Nationals Educated Abroad

The Università di Roma "La Sapienza" offers n. 14 Ph.D. fellowships for attaining the degree of "Dottore di Ricerca" (Ph.D.) in the Doctoral Schools listed in appendix.

Each fellowship amounts to 19.800,00 € per year; this amount includes national insurance (INPS) contributions that fellowship recipients are required to pay (8,57% for 2009).

The Ph.D. Programme lasts for three years and may be extended to a fourth year (without grant), subject to approval by the School authorities. At the end of the first and second year of attendance, students have to be evaluated as proficient according to the rules of the Schools.

* are not Italian citizens;
* are not residents of Italy;

The research focus of the Graduate School is on the interdisciplinary exploration of selforganizing mobile communication systems with respect to services, protocols, networks, and radio aspects.
